DLT Daemon mode and DLT UDS in parallel

The portal now supports creating DLT tasks with daemon mode and UDS service 38 enabled at the same time. This requires that the WCUs the task will be created for are configured for version 2.96.0 or later. See Creating a Task#Diagnostic Log and Trace (DLT).
